Duties

Serves as State’s Realty Advisor on complex land and realty actions related to use of public land through rights-of-way (ROW), withdrawals, permits, acquisitions, exchanges, disposals. Provides overall strategies and formulates statewide policies and objectives for the Lands and Realty program; provides oversight to program related information management. Provides advice and guidance to the State Leadership on strategic planning, developments, guidance, and interpretation related to the development and implementation of services including land management on leasing, patents, and surveys. Serves as Senior Technical Specialist in Lands and Realty Statewide Budget responsibilities for sub-activities covering Lands and Realty actions as part of annual work plan duties. Compiles workload planning targets for statewide performance measures and helps managers determine priority program element accomplishments through released directives. Serves as the state Senior Realty Specialist with principal responsibility for implementing use authorizations in Nevada. Serves as a primary point of contact for major lands and reality actions; serve as a liaison with other states, Washington Office, other Federal agencies as well as state and local government agencies. Ensures project oversight, technical adequacy, stakeholder involvement, and coordination with affected agencies and the public. Provides legal research, reviews current BLM and DOI policies, ensures technical accuracy of realty related decisions and ensures land use planning decisions and procedures related to lands activities are adhered to.

  • Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.
  • May require a one year probationary period.
  • If selected for this position you will need to complete the Federal Information Systems Security Awareness (FISSA) training prior to start date.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For the GS-12 Level: 1 year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Specialized experience is further defined as experience applying lands and realty legal authorities, regulations, legal opinions, and decisions; working with outside partners and other agencies in land tenure adjustments; interpreting or developing policy and realty related training; and working on complex realty related issues and policies. For the GS-13 Level: 1 year of specialized experience equivalent to the next lower grade level (GS-12) in the federal service. Specialized experience is further defined as experience with advising and developing program duties associated with land acquisitions, exchanges, disposals, withdrawals and/or rights-of-way; applying lands and realty legal authorities, regulations, legal opinions, and decisions; working with outside partners and other agencies in land tenure adjustments; interpreting or developing policy and realty related training; and working on complex realty related issues and policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The incumbent works in an office setting however site visits and public meetings may require walking or riding vehicles over rough terrain, performing duties that require bending, crouching, stooping, reaching, or lifting. Work may also include lifting of moderately heavy items, equipment, and samples. Work Environment: The work is performed in office settings or at public meetings. Travel to other offices may require up to six hours driving time, under varying climate conditions and/or snow-packed roads.

Education

This position falls under the Realty Specialist Series, 1170.

There is no substituion of education for experience at the GS-12/13 levels.
