About the Position: Serves as Contract Specialist responsible for the full range contract negotiation, award, administration and termination involving complex contracts, contract modifications and terminations.
Duties
Performs pre-award and post-award functions involving highly specialized procurements of significance and sensitivity in support of the national defense mission.
Performs the full range of contract management activities consistent with AMC policy and FAR guidance until final delivery and payments are completed and the contract is closed and retired.
Advises program officials of the procurement objectives to be used and assists in the preparation of statements of work.
Executes contract of high priority on an expedited basis to support quick response needs.
Manages the disposition of protests, contract claims, and appeals.
Negotiates contracts with industry officials to resolve problems which arise during the performance of the contract.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty in accordance with the DoDI 5000.66, change 3.
- This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Basic Education Requirement for Contract Specialist: Bachelor's degree (or higher degree) from an accredited educational institution. (Transcripts must be submitted)

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1. Preparing solicitations containing appropriate provisions, clauses, terms, and conditions that communicate the contract requirements; 2. Administering contracts of the acquisition process such as, contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations, claims disputes, or contract terminations to arrive at an equitable contract arrangement; AND 3. Applying relevant laws, regulations, policies, standards, or procedures regarding contracting issues.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
