Duties

You will lead Project Management branches, and coordinate with the Asset Management, Capital Improvements, Public Works, and Environmental Business Line Leaders (BLLs) for process improvements, metrics reporting and resourcing issues. You will provide leadership and oversight to a team of planners, designers, and other engineering disciplines. You will plan and design execution of acquisition programs, environmental and real estate actions, and funds management through work completion for all Business Line assigned workload. You will lead efforts to determine Acquisition Strategies (In House or Contract, Design-Build or Design-Bid-Build), assignment of execution team and Plan of Action and Milestones for major projects and programs. You will identify workload priorities and works with all Business and Support Lines, and other AOPs to resolve workload priority conflicts.

  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This position has a Selective Placement Factor will be used to screen out ineligible candidates. Selective Placement Factor (SPF): current registration or license as a Professional Engineer (PE) for the 0801 Engineering Series, or Registered Architect (RA) for the 0808 Architect Series; from any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current registration with your application. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Coordinating with Business and Support Lines to ensure timely and high quality delivery for hundreds of millions of dollars' worth of command products and services annually; 2) Providing leadership and oversight to a team of project managers with technical and managerial/mentoring responsibility over assigned programs for process improvements, metrics reporting, and resourcing issues; 3) Providing expert program and project execution of FEC level production for Centrally Managed Programs across a command; 4) Providing expert level consultation through reports, briefs, and presentations in a clear, concise, and effective manner in order to provide status across supported commands; and 5) Determining Acquisition Strategies (In House or Contract, Design-Build or Design-Bid-Build), assignment of execution team and Plan of Action and Milestones for major projects and programs. Applicants for the Professional Engineering 0801 series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the Professional Architecture 0808 Series:
Successful completion of a bachelor's or higher degree in architecture.
OR
Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities or you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
