The Supervisory Attorney Advisor position is located in the Department of Program Services, Judicial Services Office (JSO), Judicial Programs Division. The JSO provides support, services, and programs to address the needs and concerns of federal judges, Article III (court of appeals, district, and Court of International Trade), territorial district court, Court of Federal Claims, bankruptcy, magistrate, and their staffs.
Duties
This position will report to the Chief of the Judicial Services Office (JSO). The JSO seeks a self-motivated, professional Supervisory Attorney Advisor to serve as Chief of the Judicial Programs Division to perform a variety of duties in support of JSO's myriad of judge and chambers staff focused and Judicial Conference committee sponsored programs. The JSO serves as a liaison, consultant, advocate, and resource on matters that affect judges within the Administrative Office (AO) and with the Federal Judicial Center (FJC), the U.S. Sentencing Commission (USSC), executive and legislative branches of the federal government, the public, and others.
The Judicial Programs Division provides essential services to support several judicial programs assigned to JSO-the three orientation programs for new chief judges; the orientation program for Article III judicial nominees; the Judicial Programs and Services Advisory Council, peer-to-peer advisory groups for bankruptcy and magistrate judges and chambers staff; the international judicial relations program and staffing for Judicial Conference Committee on International Judicial Relations; management and coordination of intercircuit assignments; staffing support for the Judicial Conference Committee on Intercircuit Assignments; conduct of judgeship surveys to determine the need for additional magistrate or bankruptcy judges and data analysis relating to judgeship requests; management of the pro se and death penalty law clerk programs and all funding sources for temporary additional chambers staff within the judiciary; and NextGen and Case Management Modernization CM/ECF support for chambers use.
The ideal candidate must have high-level knowledge about a variety of federal judicial programs and administrative matters. Additionally, the candidate must possess outstanding diplomacy, analytical, and organizational skills; have a demonstrated record of effectively collaborating across functional lines and with internal and external stakeholders; and able to achieve results through effective management and collaboration.
The duties of this position include, but are not limited to:
Providing leadership, management, supervision, and coordination to attorneys, management analysts, paralegals, and other support staff of the JSO Judicial Programs Division.
Serving as a subject matter expert and resource concerning judicial programs for staff, senior staff within JSO and the AO broadly, courts, and judges.
Serving as member of the JSO leadership and management team, responsible for strategic planning, project development and management, collaboration on administrative and logistical issues cutting across JSO divisions, development of office operational and training priorities, and informal conflict resolution.
Providing briefings, in writing and orally, to judges, and senior level staff and executive leadership within the Administrative Office.
Reviewing, developing, drafting, and submitting recommendations for the consideration by the Judicial Conference Committees supported by the Programs Division.
Ensuring that the Committee staff work is produced in accordance with the guidelines, standards, and schedules established by JSO, the Department of Program Services, and the Judicial Conference Secretariat Office.
Providing timely coaching and feedback to the staff, completing performance plans, and managing staff work schedules, and time and attendance, in accordance with the policies and guidance of JSO, the Department of Program Services, and the Administrative Office.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Bar Membership: Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Post J.D. Experience: Applicants must also possess at least 4 years of post J.D. experience.
Specialized Experience: Subsequent to graduation from law school, applicants must have at least one full year (52 weeks) (preferably 3 years) of specialized experience which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated experience in managing programs or services for judges or judiciary senior executives and officials that addressed complex and sensitive issues; and supervising, leading, or managing attorneys and staff in the areas of judicial administration and policy.
Highly Desired:
Experience prioritizing tasks and resources and performing high-level functions while simultaneously recognizing and managing milestones, priority changes, and fluctuating staffing and financial resources.
Experience presenting and representing senior staff at high-level meetings and coordinating with all levels of staff to develop program/department responses recommendations, proposals, reports, and other documents.
Ability to communicate ideas, concepts, methods, analyses, evaluations, and recommendations in a logical and convincing manner, either orally or in writing, to a variety of audiences, including management, professional, technical, and administrative staff at all organizational and hierarchical levels with equal facility and clarity.
A high proficiency in copy-editing and Blue-book guidelines.
Education
Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA). Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education.
