About the Position: The mission of the CCAD is to overhaul, repair, modify, retrofit, test and modernize helicopters, engines and components for all services and foreign military customers. We provide worldwide on-site maintenance services, aircraft crash analysis, lubricating oil analysis, chemical, metallurgical and training support.
Duties
Plan, organize, and direct the activities of a professional group of chemists and technical staff.
Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Determine the nature and scope of technical information required, visit work sites, obtains data, and analyze requirements for the process.
Determine pertinent modifications of precedents and guidelines to meet current chemical, new technology, and chemical process specifications as required.
Meet with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed Tier 3, Non-Critical Sensitive risk background investigation.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position is a Drug Test Designated Position (TDP) subject to applicant testing and random drug testing. Incumbent is required to sign a DA Form 5019-R.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Chemistry Series:
A. Degree: Bachelor's degree (or higher degree) in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
B. Combination of Education and Experience: Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) knowledge of chemical and physical principles, concepts, theories, and practices pertaining to the chemical and material procedures used to overhaul and maintain rotary wing aircraft components and equipment; 2) knowledge of appropriate methodology in usage of instruments, such as the Infrared Spectrophotometer, UV/Visible Spectrophotometer, Gas Chromatography, Microscope, Ion Chromatography, Atomic Absorption Spectrophotometer, and Inductively Coupled Plasma Spectrometer; 3) skill in developing and modifying analytical methods, or materials used for control, troubleshooting, and improvement processes; 4) Plan and adjust work operations of chemical and material processes, problems and projects; 5) Develop testing procedures and methodology. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
