The primary purpose of this position is: To function as the HQ PACAF MAJCOM Education and Training Program Manager for nine PACAF installations. Is the command program manager for Education Services and program support for the INDOPACOM Education Services Agreement for the Pacific Theater.
Duties
Program Manager and Subject Matter Expert Air Force wide education and training program(s).
Plans, directs, and coordinates program activities within Education Services activity of the MAJCOM and across the Pacific Theater. Establishes and interprets policy.
Conducts continuous analysis and evaluation of work performed in support of base education and training programs. Evaluates PACAF for compliance with legal, procedural, policy requirements, and budget requirements.
Manages the Professional Military Education and USPACOM Executive Agent budgets to meet program operational objectives.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes : Knowledge of education services policies and requirements to resolve complex problems at a variety of education levels using unconventional methods and/or develop programs through application of new and untried approaches. Continuing education to develop or incorporate new developments and/or technology for career-related or self-development education and training programs such as distance learning, computerized testing and development and use of automated processes. Mastery of education services functions, including a widely diverse set of academic programs at various education levels. Performing reviews, studies, and analysis to evaluate and develop procedures and policies to improve the effectiveness and efficiency of the program(s).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Broad knowledge of education and training programs, federal laws, executive orders, regulations, policies, directives, principles, and practices governing agency education and training programs.
2. Expert knowledge of the substantive nature of military major command education and training programs and activities.
3. Knowledge of the methods of evaluation and techniques of fact-finding and analysis and/or assessing program development or execution, and improving organizational effectiveness and efficiency.
4. Knowledge and skills in the application of DOD and agency directives, concepts, procedures, guidance, and policy.
5. Knowledge of budget regulations and procedures, including the allocation of funds to adequately plan, formulate, defend, and execute operational budget.
6. Skill in designing and conducting comprehensive studies, and developing solutions to broad, important, and critical command-wide education and base training issues. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
