This National Guard position is for a TRAINING TECHNICIAN (TITLE 32), Position Description Number D2509000 and is part of the Oregon Air National Guard 142d Wing, National Guard.

Duties

As a TRAINING TECHNICIAN (TITLE 32), GS-1702-9, this position is located within an Air National Guard, Aircraft Maintenance Organization. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to initiate, research, develop, manage, and control training programs. 1. Plans, organizes, leads and controls the Group and subordinate unit training program to ensure combat readiness. Reviews the training of all personnel and determines method to accomplish training to include Formal Training Schools, Career Development Course (CDC), Professional Military Education (PME), Air Force Testing and On the Job (OJT) programs. Evaluates training for unit members and tracks progress via automated training records systems and other tools. Coordinates actions with UTMs, supervisors, and higher headquarters training functions at the Wing, and MAJCOM level, as appropriate. Advises the Group Commander on the execution of unit training and advises UTMs, supervisors or managers within units when actions may affect productivity or mission. Manages the classification system to ensure all MXG personnel meet the mandatory requirements and are awarded the correct Air Force Specialty Code (AFSC). 2. Responsible for overall management of OJT program for the Group and oversight of subordinate unit's OJT program for 15 to 20 AFSCs. Conducts Staff Assistance Visits (SAV) and identifies root cause of deficiencies and recommends corrective actions for process improvements. Conducts unit in and out-processing of personnel to include Permanent Change of Station, ETS and deploying personnel. Implements and manages training programs, policies and procedures as directed by Host Wing/Base Education and Training Office or higher headquarters where no Wing/Base Education and Training Office exists. Coordinates and disseminates training policy and program changes to supervisors and trainers. Advises/coordinates authorized Mission Essential Skills Training (MEST) days with Maintenance Commanders. Maintains the Special Certification Roster (SCR) as required by AF and MAJCOM guidance. Requests training support by identifying available resources and coordinating with other sources. Collects and analyzes trend data and provides recommendations to supervisors. Briefs the Group Commander at least quarterly on the Status of Training (SOT). 3. Manages the development of education and training instructional products. Selects instructional methods that involve the development of lesson plans, task breakdowns, equipment requirements, and instructional aids when teaching the Air Force Training Course (AFTC), automated training record system, and Training Business Area (TBA). Serves as the Ancillary Training Program (ATP) manager for the Maintenance Group, schedules and manages both ancillary and functional area specialty training for the Area of Responsibility (AOR) and deployments. Assists Maintenance commanders in determining ancillary training requirements and recommends priorities in accordance with USAF, ANG, and MAJCOM directives. Provides ancillary training materials to commanders and Subject Matter Experts (SME). Generates reports, both current and overdue via the MyLearning System, Air Reserve Component Network (ARCNet) and makes recommendations to the MXG commander. Maintains liaison with activities conducting, scheduling, or supporting training requirements. Coordinates scheduling of training and the use of facilities. 4. Administers Education, Training and Distance Learning Programs. Manages the enlisted training programs for the Group. Researches, interprets, analyzes, and applies DoD, AF, and ANG policies, instructions and guidance by establishing and implementing training plans, policies and procedures. Plans, develops, and promotes effective utilization of media resources (examples: multimedia and distance learning). Responsible for the management of military and civilian formal school programs. Administers the Air Force Training Course (AFTC). 5. Serves as focal point for all Career Development Course (CDC) enrollments, reenrollments, waiver requests and two-time CDC failures for the Group and subordinate units. Provides guidance and oversight on waivers from assigned units to include: 3, 5 and 7 Skill Level technical school waivers, Time-in-Training waivers, CDC waivers, and CDC reenrollments. Acts as the liaison between the group, units and the Force Support Squadron for all reenrollment and waiver requests. 6. Performs other duties as assigned.

  • Compatible Military Air Force Specialty Code (AFSC) Assignment: 3F2X1
  • Cross training opportunity - Applicants who do not possess the compatible AFSC will still be considered but must meet Specialized experience qualifications listed below. Must attend technical school for award of the AFSC within 12 months of hire.
  • Military Grades: Minimum SSgt/E-5 and Maximum MSgt/E-7. Applicants outside of the ORANG must submit documents showing current (or previously held) military grade such as a Data Brief, vMPF rip, and/or DD-214.
  • Applicants outside of the Oregon ANG must submit documents showing award of AFSC and military grade such as a Data Brief, vMPF rip, and/or DD214.

Qualifications

Areas of Consideration: Area 1 - Current permanent and indefinite T32 technicians of the Oregon ANG. Area 2 - Current permanent and indefinite T5 employees of the Oregon ANG. Area 3 - Current service members in the Oregon ANG. Area 4 - Individuals in the active duty US Air Force, Air Force Reserve, or Air National Guard. Area 5 - US Citizens eligible to meet the military requirements for membership in the Oregon ANG. GENERAL and SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS: Must have at least 1-year specialized experience equivalent to at least the next lower grade level (GS-07) that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Knowledge of Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.
