Education Technician position provides program support to the Office of Academic Affiliations/Graduate Medical Education (OAA/GME) under the direction and guidance of the Associate Chief Nurse Executive Director of Education (Director of Education) and the Associate Chief of Staff for Education ACOS/E). ***THIS IS NOT A VIRTUAL/REMOTE POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION***

Duties

The Education Technician has primary oversight of all aspects of the IUGME and Associated Health Trainees programs. Incumbent performs these responsibilities independently, demonstrating and utilizing knowledge of VA, Academic Affiliations; e.g., Oregon Health and Science University (OHSU), and accrediting bodies, e.g., Accreditation Council for Graduate Medical Education (ACGME), and other organizational policies and regulations or acquiring such knowledge as necessary. S/he provides in-depth programmatic knowledge and oversight of IUGME residency training programs for physician residents (House staff) and Allied and Associated Health training programs as governed by ACGME, The Joint Commission (TJC), Council for Higher Education (CHEA), US Department of Education, and VACO, VHA, VISN, and facility level policies and procedures. Other Major duties include but is not limited to: Maintains oversight of resident positions allocated to the medical center and remains cognizant of reporting requirements regarding allocation of house staff training positions to Office of Academic Affiliations (OAA) as well as non-recurring reports in connection with residency programs Serves as the primary point of contact for over 200 Academic Affiliations; e.g., OHSU, to provide authoritative explanations of Office of Academic Affiliations (OAA) requirements and regulations, institutional procedures and strategic goals pertaining to IUGME, as well as, Associated Health Trainees; which includes OAA funded resident positions in multiple professions Creates and conducts training and presentations for service line leaders, service line program staff, and Associate Deans' staff to enhance trainee participation with the survey Oversees administration of OAA funding for over 194 FTE graduate medical and dental positions Serves as the the primary point of contact for IUGME and Associated Health Trainees and remains knowledgeable of, and complies with, reporting requirements regarding allocation of these training positions to Office of Academic Affiliations (OAA) as well as non-recurring reports relating to these training programs Acts as liaison with office staff at OHSU and other Academic Affiliates in matters related to Disbursement Agreements Procedures; attends periodic meetings pertaining to the Disbursement Agreement with the Director of Education, ACOS/E and staff from Academic Affiliates Prepares Request for Proposals for IUGME position funding opportunities and reports medical/dental position allocation funding for permanent and temporary positions, including requests for approval of disbursement agreement daily rates and VA-paid stipends Creates and runs computer analysis of VA and Academic Affiliation data for current FTE position utilization and future FTE position and funding needs Initiates procedures to establish new IUGME residency program and Associated Health Trainees program affiliations agreement, reviews documents for completeness and compliance with relevant Office of Academic Affiliations (OAA) policies and prepares for signature and approval Acts as point of contact to medical center staff on credentialing of Associated Health Trainees and IUGME residents enrolled in accredited residency and fellowship training programs Gathers information and prepares charts, researches and interprets policies and procedures, and carefully assesses past performance for compliance with existing local policies and procedures Has facility level oversight and management of all VHA, OAA, and VISN required reports Prepares required responses to national and locally recurring and nonrecurring reports on activities of IUGME and Associated Health Trainee positions and expenditures of funds allocated Promotes trainee participation in the Trainee Satisfaction Survey Develops and maintains quality improvement processes to ensure accurate program documentation and procedures Other related duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 7:30am to 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-5, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting by utilizing effective communication skills verbally and in written form, helping to create and send letters, and emails to trainees and Academic Affiliates regarding the onboarding process and any other requirements needed to effectively onboard Trainees, assisting with purchases as a purchase card holder, helping to prepare spreadsheets, assisting with data collection and analysis, helping to provide exceptional customer service to all Trainees, Academic Affiliates, and stakeholders. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment their resume. GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-6, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting with planning, coordinating, and monitoring activities. Employing knowledge of fiscal and budget principles and management techniques, accounting principles such as ledger balancing, and familiarity with fiscal procedures. Assisting with oversight of Academic Affiliations, including creation and management of Academic Affiliation agreements. Assisting with oversight and management of all required reports for the Inter-professional Undergraduate and Graduate Medical Education (IUGME) and Associated Health Trainee programs. Helping to act as liaison with all Academic Affiliates. Assisting with onboarding residents, students, and associated health trainees. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily of a sedentary nature. Typically, the employee sits comfortably to do the work.
