About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) This position is being filled as an Interdisciplinary DB-5 (GS-15).

Duties

The Portfolio Lead (PL) for Operational Energy-Innovation (OE-I) provides support on all aspects of operational energy strategy, policy, and oversight within the assigned Powering the Force portfolio. Supports the Operational Science and Engineering Technical Director (OSE-TD) and the Deputy Assistant Secretary of Defense for Energy Resilience and Optimization (DASD (ER and O)), OE-I Director. Develops, plans, and executes a broad program of multidisciplinary research and development, and providing technical support and technology transfer that develops innovative and holistic capabilities addressing the Powering the Force Portfolio. Provides a bridge to the Warfighter for science and technology teams to ensure projects transition to the Services and Joint Forces for the soldiers, airmen, and sailors that need them. Improves the energy security of military missions through innovations that save lives, lower costs, increase resilience, and strengthen warfighting capabilities while lowering carbon emissions. Operates at the senior DOD level and has expertise across Policy, Oversight, Lifecycle Programmatic Execution, Strategic Engagement, and Strategy. Frequently engages with DOD organizations and stakeholders at all levels, including: FFRDCs, universities, commercial entities, DOD leadership, and Legislative and Executive branch representatives. Conceives, develops and markets transformational solutions based in operational energy to support ERDC and DASD efforts. Research and development domains include but are not limited to energy sources, power generation and energy conversion, controls and power management, energy storage, and energy distribution. Engages in technology readiness levels from basic research to test, launch, and operations, and manages technology development, transition, adoption, and integration.

  • This position has a Temporary Duty (TDY) or business travel requirement of 75% of the time.
  • One year trial period may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service. (DB-04 or GS-14) You will be evaluated on the basis of your level of competency in the following areas: Creativity and InnovationInterpersonal SkillsProject ManagementStrategic Thinking This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-5 (equivalent to GS-15). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent DB-4 (GS-15). All qualification requirements, including time after competitive appointment, must be met by the closing date of this announcement.
