About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL)
This position is being filled as a Research Interdisciplinary DB-4 (GS-13/14).
Duties
Serves as research scientist for ERDC CERL supporting all levels of experimentation from basic to applied research and demonstration projects.
Leads and assists in all aspects of planning, execution, interpretation, and dissemination of research data and results to military, civil works, and scientific communities.
Serves as a Contracting Officer Technical Representative.
Functions as a member of an internal research team in a supportive role support dissemination of research results to the scientific and military community.
Focuses on demonstration of mature technologies to the military warfighter.
Serves as a subject matter expert in Contingency Basing Design and Construction.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 50% of the time.
- Appointment to this position is subject to a probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In addition to meeting the basic requirement above to qualify for this position, you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: Developing project plans, schedules, and fiscal execution strategies; Monitoring program and project execution; Assisting in contract package development; Coordinating material and equipment purchases for research teams in coordination with administrative staff; Using military techniques for construction and/or engineering in Auster environments; Communicating effectively with stakeholders, sponsors, and across federal/state agencies; Utilizing design of complexes and individual facilities for austere and extreme weather environments; and Using knowledge of site planning and/or master planning for military facilities.
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DB-02 (GS-11).

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project and this pay band includes the General Schedule grade equivalent to GS-12-14. To qualify for DB-04 level applicants must possess specialized experience DB-02 level or GS-11 grade level.
In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
