Duties

As a Health Communications Specialist, GS-11you will Provide consultation and technical advice in the development and implementation of priorities, strategies, and practices for communicating with various audiences (e.g., general public, underserved populations, and populations at risk). Develop and administer communication projects funded extramurally; the writing of contracts, cooperative agreements, and/or grants and independent government cost estimates; the technical and cost evaluation of proposals; and project administration. Plan, coordinate, conduct, and evaluate media events. Develop, tests, and disseminate science- and audience-based products, tools, and messages to different audiences in a variety of formats. Research and/or evaluate activities related to health communication and marketing. As a Health Communications Specialist, GS-12, you will: Serve as a technical authority and to strategically carry out communication plans from development to dissemination. Identify information gaps/needs and opportunities; to define and analyze target audiences. Program and project management and contract administration and procurement procedures to oversee contracts Establish and maintain contacts and relationships despite resistance to goals/strategies or lack of support Lead wide-scale, science- and audience-based health communication and marketing programs, campaigns, and translation activities As a Health Communications Specialist, GS-13, you will: Apply, and evaluate various communication science and marketing techniques to achieve optimal program results and promote positive health outcomes. Develop, implement, and manage national communication and marketing programs, projects and initiatives for various audiences, including demonstration projects. Develop messages and materials that are valid and consistent with program objectives and are based on communication and marketing theory and principles. Ensure products are targeted or tailored for diverse audiences (for example, messages and materials address cultural and socioeconomic challenges to effective communication and consider the diverse interests, needs, concerns, and priorities of population segments).

Qualifications

All qualification requirements must be met by the closing date of the announcement. I have one year of specialized experience, equivalent to the GS-09 grade level in the Federal service to include drafting and editing communication or training content for laboratory professionals or those who conduct testing at non-laboratory sites. I have a Ph.D. or equivalent degree. OR 3 (three) full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. I have a combination of experience and education that meets 100% of the qualification requirements for this position Minimum Qualifications: To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: drafting, and editing communication or training content for laboratory professionals or those who conduct testing at non-laboratory sites. To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: designing and developing online training content for laboratory professionals (e.g., job aids, eLearning, virtual reality training, Training of Trainers programs. To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: leading partnership or promotional projects for laboratory professionals or leading the development of online training for laboratory professionals (e.g., job aids, eLearning, virtual reality training, Training of Trainers programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
