Duties

WHAT YOU'LL BE DOING DAY TO DAY As an Instructional Systems Specialist, you will use your knowledge of and experience with the Office of the Chief Information Officer to optimize business results and customer experience by: Develops e-Learning solutions through utilization of available software, technology, and infrastructure available to meet Department needs; and supports the implementation of Information Security Officer (ISO) best practices surrounding the production of instructional materials and learning aids, the structuring of content rollout to facilitators and students, and general project management criteria associated with a training program. Confers with Department subject matter experts (SMEs) and project teams to coordinate instruction system analysis and training content development, leading to the production of computer assisted instruction, videos, voice overs, audiovisual material or other special training devices or equipment. Develops and supports awareness initiatives and other activities to enhance cybersecurity awareness (e.g., phishing exercises, National Cybersecurity Awareness Month initiatives and/or conferences); and provides cybersecurity staff with training materials, guidance, and communications on an as-needed basis. Creates, revises and deploys training courseware such as Cybersecurity Awareness (CA), Cybersecurity Essentials (CE), and Role Based Training (RBT). Develops finished products that meet Section 508 compliance requirements of HHS, including story board, lesson plan, training tests, quizzes, programmed texts, alternate texts, descriptive texts, or computer assisted instruction.

Qualifications

WHAT WE ARE LOOKING FOR BASIC QUALIFICATIONS REQUIREMENT (Must submit transcripts): Must have a bachelor's or higher-level degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position being filled. The course work must have included study in at least four of the five areas listed below: 1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. AND ADDITIONAL QUALIFICATIONS REQUIREMENT: Must have at least one year of specialized experience, equivalent to the GS-12 grade level in the Federal service performing at least three (3) of the following: Develop and conduct new and/or identify existing privacy, information technology, and/or cybersecurity awareness and training materials. Promote awareness of security issues among leaders and ensure sound security principles are reflected in the organization's vision and goals. Use a wide variety of instructional design principles and methods to plan, coordinate, and design instruction for full-length courses. Plan cybersecurity instructional strategies such as lectures, demonstrations, interactive exercises, multimedia presentations, video courses, and web-based courses for the most effective learning environment. Conduct periodic revisions of existing privacy, information technology, and/or cybersecurity awareness course content for accuracy, completeness alignment, and currency (e.g., course content documents, lesson plans, examinations, schedules of instruction, and course descriptions).
