This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction (CWMD) Office. This position serves as the Research and Development Division Branch Chief. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Physical Scientist, GS-1301-15, your typical work assignments may include: Serves as CWMD R&D Division Branch Chief responsible for managing research and development efforts focused on protecting the country from weapons of mass destruction (WMD) and, chemical, biological, and radiological/nuclear (CBRN) threats. The position responsibilities include: planning, coordinating, and executing R&D programs and projects; setting research priorities and developing long term strategic research planning; and, oversight of R&D budgets and management processes. Serves as an authority in guiding the identification, research, development, and improvement (maturation) of the science and technologies required to support operators in their efforts to protect the country from WMD and CBRN attacks. Responsible for all functions typically associated with first- and second-level supervision over a large group of employees performing work at a GS-14 level, and higher, to include assigning work, conducting performance management activities, recommending employees for awards, resolving complaints from employees, and ensuring the Equal Employment Opportunity Program is effectively executed. Qualifications

Basic Requirement: You must meet the Individual Occupational Requirements for the 1301 series as listed below: OPTION A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR OPTION B: Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the minimum qualification requirements listed below: Specialized Experience: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: Supervising and/or managing staff in the execution of diverse research programs of relevant science and/or technology projects; Coordinating and conducting research of considerable scope and complexity on innovative technological programs/projects; Applying complex knowledge of scientific principles, theories, and methodologies, as they relate to research & development, and, testing & evaluation, to formulate research approaches; AND Conducting studies and evaluating program goals and objectives focused on identifying scientific and technology solutions to address deficiencies, needs, and performance gaps. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
