This detail or temporary promotion opportunity is located in the Directorate for Technology, Innovation, and Partnerships, Division of Translational Impacts (TIP/TI). The Program Analyst applies qualitative and/or quantitative analytical techniques and information management skills to capture, assemble, and disseminate data about assigned projects.
Duties
In the performance of work assignments, the Program Analyst conducts analyses, prepares evaluations, coordinates activities, and provides advice to management for one or more of the following areas:
Project Management:
Plan, develop, implement and track project plans, guidelines, budgets, procedures and timetables.
Perform management studies to evaluate and measure the progress and success of projects and recommend changes in policy and management activities.
Collect pertinent statistical data and narrative information from a variety of sources and apply analytical techniques to data management systems to identify patterns and trends and develop tracking and reporting systems to monitor activities.
Financial Resources Management:
Qualifications
To qualify at the GS-07 level, you must possess at least one year of specialized experience equivalent to the GS-5 level in the Federal service performing analytical support functions. Examples of specialized experience may include: gathering, extracting, reviewing, and consolidating data in the formulation of reports; assisting senior analysts in the preparation of program reports; performing research of laws and regulations; and participating as a team member to complete special projects.
OR Possess 1 full year of graduate level education;
OR Possess a baccalaureate degree and meet 1 of the following: In the upper one-third of your graduating class; OR a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript or based on courses completed during your final 2 years;
OR Possess a combination of post high school education and experience that combined meet the qualification requirements for this position.
To qualify at the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-7 level in the Federal service performing analytical functions. Examples of specialized experience include: conducting analysis of financial matters; using various data management systems to identify patterns/trends, and to track/monitor analytical activities; & assisting in the performance of management studies to evaluate programs and offer recommendations.
OR A master's or equivalent graduate degree.
OR Two full years of progressively higher-level graduate education leading to such a degree.
OR A combination of post high school education and experience that together meet the qualification requirements for this position.
To qualify at the GS-11 level, you need to have one of the following: At least one year of specialized experience equivalent to the GS-9 level in the Federal service performing complex analyses. Examples of specialized experience may include: using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures; engaging in on-going analysis of financial matters to determine resources required and ensuring that regulations concerning financial management are adhered to; applying various analytical techniques to data management systems in order to identify patterns and trends; performing management studies to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of programs and activities.
OR a Ph.D. or equivalent doctoral degree.
OR Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
OR A combination of post high school education and experience that combined meet the qualification requirements for this position.

Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may be substituted for experience as described in "Qualifications." If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.
