The primary purpose of this position is to serve as a logistics management specialist in support of sustainment phases of assigned systems. programs, or major equipment.
Duties
Serves as the focal point for planning, management, and coordination of life cycle logistics support for a major weapon system, subsystem, commodity, or software.
Serves as the technical advisor or the organization (Air Logistics Complex) workloads, partnerships, facility use agreements, Depot Maintenance Inter-Service Support Agreements (DMISAs), workload approval documents (WADs), and requirements approval documents (RADs).
Performs strategic planning functions for the organization.
Serves as the senior representative and spokesperson in communicating program matters and strategic plans.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes coordinating the development of plans and schedules for workload transitions, executing policy for strategic partnership efforts, performing necessary functions of business development for new and potential workloads, and implementing agreements by monitoring surveillance plans to ensure agreements are met.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge and understanding of the depot maintenance mission, vision, and requirements, as well as, organizational functions involved in logistics support.
Knowledge of theories and principles of system life cycle planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, sustainable, and viable workload for the depot.
Skill and ability to successfully negotiate terms, conditions, timelines, and/or requirements to persuade management to commit or reprioritize funds, facilities, materiel, and other resources throughout sustainment to ensure successful completion.
Knowledge of acquisition strategies and contractual processes, procedures, and technical requirements.
Ability to plan, analyze, and coordinate a system or portion of a major system's sustainment activities after acquisition and transfer to operational use; to include the identification and correlation or specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and develop and analyze data to determine logistics objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
