The Office of Management and Budget, Management and Operations Division, Human Capital Branch. The primary purpose of this position is to provide policy and management officials in OMB with management advice, consultation and assistance in human resources matters. Duties

As a HUMAN CAPITAL SPECIALIST (DATA ANALYTICS), GS-0301-14, your typical work assignments may include the following: Incumbent develops, reviews, and analyzes statistical data and reports on historical trends and future projections regarding turnovers, required skills, and skill gaps. Analyzes and recommends alternative procedures and processes necessary to effect administrative and human resources management decisions. Maintains a working knowledge of all human capital initiatives and consults with HR and other key stakeholders regarding their capacity to deliver information or products in direct support of those initiatives. Work directly with staff to develop, generate, and improve personnel reports by utilizing a variety of analytical and Human Resources skill sets, data gathering and validation techniques. Manages tasks toward developing comprehensive plans and strategies for the internal and external integration of daily and long-range projects, actions and activities that execute the mission of Human Capital Prepares draft briefings by gathering background data, searching out missing information, ensuring proper coordination, and continually updating recurring briefings.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates: Synthesizing and displaying quantitative data using interactive reports, dashboards, and visualizations. Determining workload projections and current and future competency gaps to align human capital with organizational goals. Maintaining good working relationships with stakeholders to gather information for reporting and analytics. Schedule A applicants must meet the OPM general schedule qualification standards for the position series and grade for which selected. The applicant's resume must show the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position for which selected. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
