Duties
As a Director (Transactions Management), you will:
Have policy compliance and program oversight, and manage the monthly new issuance cycle that typically includes the issuance of 15-22 structured securities transactions to include single family, multi-family, and reverse mortgage-backed securities collateral.
Interact with and provide direction to external program participants and internal staffing at Ginnie Mae and HUD.
Be responsible for the management of the duties and responsibilities of the Structured Financial Transactions Advisor (SFTA). Specific responsibilities include adherence to Federal Regulations for controlling the performance and billing of external contractors, and sponsoring the contract's re-compete process.
Be responsible for developing and maintaining business relationships with the dealer group consisting of market-makers, program Sponsors, and independent fixed income securities analysts that participate in the Multiclass Securities program.
Identify, define, advocate, and sponsor the implementation of program and product enhancements consistent with Ginnie Mae's Charter, MBS and Multiclass Securities program Guides, and corporate governance.

Specialized Experience:
Specialized experience for the GS-15 is defined as one year of experience at the GS-14 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:
- Single class and multiclass securities program experience; AND
- Structuring or modeling REMICs or CMOs; AND
- Managing or leading a cross-functional team responsible for the administration of a securities program; AND
- Providing guidance and technical direction to various parties involved in the mortgage-backed securities industry, such as securities underwriters, trustees, market-makers, and institutional investors.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
