This position is located at the Houston National Cemetery in Houston, Texas.
Duties
This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles.
Accomplishes full range of building and maintenance trades. Repairs and maintains physical structures, facilities and utilities, using hand tools and powered tools. Inspects, installs, modifies and repairs new and/or existing commercial irrigation system which consists of underground and above ground equipment in contour of the cemetery grounds. Repairs or replaces plumbing fixtures, electrical fixtures, bulbs, switches and installs wiring. Paints, plasters and performs a variety of masonry repairs and tuck pointing, lays cement blocks and bricks, repairs curbing and roadways, builds, repairs and installs glass windows and performs other glazing work. Builds sheds, cabinets, and installs shades; blinds and tile.
Reads and examines drawings and determines sizes or dimensions from blueprints. Selects materials such as lumber, paneling, wood, electrical and plumbing supplies and fixtures. Determines sequences of activities in inspection of buildings, facilities and utilities preventative maintenance. Maintains the inventory of stock necessary for emergency repairs. Assembles and installs or repairs fittings of heating, water and drainage systems. Repairs and maintains plumbing by replacing fixtures, washers, gaskets and packing of leaking faucets. Cuts and threads pipe, assembles and installs valve and pipe fittings. Performs routine maintenance and repair to heating and air conditioning systems.
Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

The full performance level of this position is WG - 08. At the WG07 level, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Your background must demonstrate work involved in the full range of building and maintenance trades to include carpentry, plumbing, electrical, masonry, pest control, asphalt repairs, etc. This includes repair and preventive maintenance of irrigation systems, maintaining and repairing buildings and physical structures, facilities, and utilities using hand and power tools.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Physical Requirements: Physical demands on the incumbent consists of walking, bending, stooping, stretching, reaching, pushing, pulling, tugging and climbing. Must be able to lift up to 50 pounds. Incumbent should request assistance whenever performing tasks that require lifting more than 50 pounds. Must be able to walk in all types of terrain and soil conditions.
Working Conditions: Work is performed inside and out-of-doors. Incumbent is subject to discomfort from working in unnatural positions for long periods in all types of weather elements. Must work under stress and strain in dust, dirt, mud, water and be exposed to foul odors and equipment noises. Incumbent is exposed to occupational injuries such as cuts, scrapes, bruises, shock and dust from sawing materials, as well as other potential hazards working with machinery, saws and electrical and/or test equipment while performing duties of this position.
