You will serve as a Knowledge Management Specialist in the Navy Munitions Command Pacific, East Asia Division NMCPAC EAST ASIA DIVISION.

Duties

You will serve as the Knowledge Management (KM) Officer in the overall management of the KM program headquarters and provides staff assistance to six subordinate units and two detachments of NMCPAC EA. You will identify internal/external best KM practices. You will design, set up, and maintain the organization’s KM platforms for knowledge dissemination to an audience of over 600 users. You will assist in establishing roles and responsibilities for supporting a KM environment You will assist with the development of a migration plan for content to support and promote KM. You will promote knowledge (both tacit and explicit) as assets to the organization. You will develop and implement a change management program to assist in moving KM initiatives toward a knowledge-centric culture. You will serve as the advocate and advisor for the organization on knowledge management requirements, introducing business transformation processes, developing and implementing policy and program guidance. You will assist with development of knowledge and information management initiatives as a core business function for the organization. You will develop a comprehensive strategic plan that synchronizes technology policy, program guidance, doctrine, training, education, material, resource management, information management, intelligence activities, and operations. You will serve as the lead for NMCPAC EAD Social Media. You will serve as the KM content manager, access administration, and edit the NMCPAC EAD Microsoft SharePoint Online You will assist Microsoft SharePoint Online managers with maintenance and content of their Microsoft SharePoint Online site, and provide Microsoft Teams support for issues as they arise.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This is a Key position. This entails continued performance of duties during periods of national emergencies and/or mobilization. You must be removed from military recall status (if applicable); you may not join a reserve unit during mobilization.

Qualifications

FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector managing, overseeing, or analyzing a Knowledge Management (KM) program for an office or organization. Examples of specialized experience may include: overseeing the creation, sharing, storage, use, or management of organizational information; serving as content manager for databases or other electronic tools that store information; analyzing KM processes, tools, and content to ensure they are accessible, current, and relevant; developing KM policies, processes, or requirements; providing guidance to management or customers on KM initiatives or concerns. FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private or public sector performing Knowledge Management (KM) tasks in support of an KM program for an office or organization. Examples of specialized experience may include: facilitating access to KM tools; assisting with the development, maintenance, or updating of KM databases or tools; answering routine customer questions on KM processes, content, or issues. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree.
or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
or
Successful completion of an LL.M. degree that is related to the position being filled.
or
A combination of specialized experience and graduate education as described above that equates to one year of experience.

FOR THE GS-09:
Successful completion of a master's or equivalent graduate degree.
or
Successful completion of two full years of progressively higher level graduate education leading to a master's degree.
or
Successful completion of an LL.B. or J.D. that is related to the position being filled.
or
A combination of specialized experience and graduate education as described above that equates to one year of experience.
