As the Assistant Director over the Geospatial Analysis, Products, and Services Team, you would lead a highly technical team tasked with supporting Center for Epidemiology and Animal Health (CEAH) operational needs related to geographic information systems and serves as a subject matter expert providing scientific and technical guidance to support Veterinary Services strategic goals to safeguard American Agriculture and facilitate the safe trade of U.S. agricultural products.

Duties

The duties may include, but are not limited to: Leads Center for Epidemiology and Animal Health’s Geospatial Analysis, Products, and Services (GAPS) unit tasked with supporting VS mapping needs as well as infrastructure, operations, and management related to geospatial data assets. Provides leadership and coordination to support development of scientific papers and gives formal presentations on the application of new and improved geospatial methods and tools. Ensures products are accurate and complete for the Director to provide national leadership and technical direction in the formulation of programs and policies of the Agency. Responsible for leadership in the increasingly complex program of work in the area of Geographic Information Systems (GIS) and supervision of the Center for Epidemiology and Animal Health Geospatial Analysis, Products, and Services. Serves as an expert consultant for Veterinary Services on broad projects and programs with national impact. Establishes methods and procedures to manage Veterinary Services' Geographic Information Systems portfolio costs. Works closely with Center for Epidemiology and Animal Health project managers, as well as with other CEAH Assistant and Associate Directors to ensure operations are efficient and effective.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. or Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience with the use of geospatial software (desktop and web-based), application of geospatial methods, use of geospatial tools, and communication of geospatial analysis results via hardcopy or digital delivery. Experience with remote sensing and the processing of digital images, including types of classification analyses. Application of geospatial data management process to enable analytical methods and reporting functions appropriate for scientifically defensible studies and policy analysis. Experience in leading a team of technical staff who may have diverse backgrounds. Note: There is no education substitution for this grade level.
