This position is located in the Small Business Administration, Financial Operations and Acquisitions Management in Washington, D.C or Herndon, VA. The incumbent serves as Contract Specialist in support of Warranted Contracting Officers or serves performing cradle-to-grave contracting for acquisitions above and below the simplified purchase threshold.

Duties

This position is ONLY open to surplus and displaced Small Business Administration employees eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and VEOA eligibles. To be eligible for CTAP or ICTAP consideration, you may only apply for a position that is at or below the grade level, and does not have greater promotion potential, of the position from which you are being (or have been) separated. Works with program office partners to develops acquisition strategies and prepare pre solicitation documents such as acquisition plans and market research reports. Knowledge and skill sufficient to procure supplies and services where little or no contractual precedent exists to serve as guidance in developing or modifying procurement strategies or pricing structure. Prepares solicitation documents which incorporate required Federal Acquisition Regulations (FAR) and SBA policies and provisions. Performs price analysis, including analysis of other than cost and price data to determine reasonableness and conformance to applicable regulations, directives, and policies. Prepares close-out documents to close contracts. Negotiates and prepares documents for contract modifications Receive procurement requests and determine type of requirement; conduct research to determine the nature and adequacy of Government specifications, market conditions, ability of industry to modify existing goods or services, and delivery requirements; and based on this information, select the proper procurement method. Provide assistance to requestor by aiding in the definition, preparation, and submission of required documents and forms for the Government's need.

Qualifications

QUALIFICATIONS: GS-9: One year of specialized experience, equivalent to the GS-7 grade level in the Federal service, obtained in either the private or public sector: operational contracting in both supply and services purchasing and contracting as a contract specialist/administrator; developing acquisition packages that include assisting program offices with developing scopes of work, source selection plans, and crafting technical evaluation factors; conducting research related to acquisitions; and presenting findings on contracting approaches and methodologies used in federal acquisition regulations. These qualifications must be clearly referenced in your resume. It is available for your review on OPM's Qualifications web site: GS-1102 Contracting Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. Successfully completed ALL of the mandatory training course requirements to hold a FAC-C Professional or DAWIA Professional in Contracting. You must submit a copy of your FAC-C/DAWIA Professional Certification with your application package. Failure to do so will result in an ineligible rating and loss of further consideration for this vacancy. All qualification requirements must be met by 11:59 pm (Eastern Time) on 02/27/2024.

Education

This position has a mandatory education requirement. You must have the following education in order to be considered qualified for this position:
A 4-year course of study leading to a bachelor's degree with a major in any field;
or
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

If you do not meet the specialized experience requirements, you may also qualify with education. You MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.

GS-9: 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
