This position is located in the State or Ara Office in USDA/ Rural Development (RD) in Illinois. The incumbent has responsibility for making and servicing loans/grants for selected loans and grants for rural facilities, utilities, and/or businesses. REMOTE/VIRTUAL: NO

Duties

Reviews and analyzes preapplications, applications and all supporting documents to determine loan or grant eligibility and inputs data into appropriate automated database system. Prepares written loan/grant recommendations and submits to supervisor for review. Provides a wide variety of servicing actions for assigned less difficult loan cases. Works with a program specialist and/or supervisor in the development and implementation of an outreach and marketing program for the servicing area.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For GS-09 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07 grade level; or its non-Federal equivalent that demonstrates: Experience assisting higher graded specialists with loan underwriting, processing single family loans up to the point of final approval by a specialist with loan approval authority. Assisting loan specialists with servicing activities on commercial loans for small projects. OR master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Equivalent combination of education and experience are qualifying for this grade level. For GS-11 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-09 grade level; or its non-Federal equivalent that demonstrates: Independently examine applications and corporate financial documents, maintain servicing activities on a variety of mortgage and commercial loans. Experience may have been gained in work equivalent to analyzing financial information provided by loan applicants; determining eligibility for loans and repayment ability; reviewing and approving applications for agricultural, commercial, and bank loans; OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. For the GS-12 level: Applicants must have 1 year of specialized experience equivalent to at least the GS- 11; or its non-Federal equivalent that demonstrates comprehensive knowledge and understanding of commercial financing and credit. Experience may have been gained in such work as reviewing and passing on applications for complex business and/or municipal transactions. Analyzing financial information provided by loan applicants, determining eligibility for loans, and assessing repayment ability; reviewing and approving applications for agricultural, commercial and bank loans; Providing financial management guidance to borrowers evaluating the general economic and financial conditions that affect an organization/government's risk in granting, guaranteeing or insuring loans. Education cannot be substituted for experience at the GS-12 level.
