This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: US Army Corps of Engineers, Galveston District, Real Estate Division in Galveston, Texas
Duties
Analyze and interpret geospatial data to determine the amount and location of real estate interests required for projects through the combined use of Geographic Information Systems (GIS) and Computer Aided Design and Drafting (CADD).
Prepare and manage a variety of real estate maps for civil projects, including segment maps, individual ownership maps, and plats.
Maintain GIS web maps, reports and applications (Dashboards, Experiences, and Story Maps) through ArcGIS Online.
Provide spatial analysis, data visualizations, and thematic mapping to support the Chief of Real Estate and Realty Specialists as required for Real Estate mission.
Support Real Estate geospatial data infrastructure, including data design, creation, processing, and maintenance, and collaborate with other functional areas in the district to integrate geospatial capabilities into organizational processes.
Provide technical solutions that streamline the process of capturing, distributing, and effectively communicating the Real Estate mission across multiple platforms.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Cartographer
Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-09 Experience Requirement:
One year of specialized experience which includes 1) Operating Geographic Information Systems (GIS), 2) Using Computer Aided Design and Drafting (CADD) programs AND 3) Updating existing web maps or web applications. This definition of specialized experience is typical of work performed at the Second lower grade/level position in the federal service (GS-07)
OR
successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-11 Experience Requirement:
One year of specialized experience which includes 1) Operating Geographic Information Systems (GIS), 2) Using Computer Aided Design and Drafting (CADD) programs, 3) Creating new web maps and web applications AND 4) Managing geospatial databases or datasets. This definition of specialized experience is typical of work performed at the Second lower grade/level position in the federal service (GS-09)
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
