About the Position: This is a Cartographer, GS-1370-11 position with the U.S. Army Corps of Engineers, Galveston Operations Division Navigation Branch Waterways Management Section, located in Galveston, TX.
Duties
Provide spatial analysis, data visualizations, and thematic mapping to support the Chief of Navigation, Operations Managers, and Physical Scientists as required for Navigation and Project Operations missions.
Ensure that information and products related to the latest hydrographic survey data and channel conditions are available to the Chief of Navigation, Operations Managers, Physical Scientists, partners, and stakeholders.
Analyze and interpret geospatial data to identify patterns and trends for different aspects of Navigation and Project Operations project planning, such as channel condition reporting, environmental planning, and land use coordination.
Maintain GIS web maps, reports and applications (Dashboards, Experiences, and Story Maps) through ArcGIS Online.
Support the Operations Division's geospatial data infrastructure, including data acquisition, processing, and maintenance, and collaborate with other functional areas in the district to integrate geospatial capabilities into organizational processes.
Provide technical solutions that streamline the process of capturing, distributing, and effectively communicating the Operations and Navigation mission across multiple platforms.

Basic Requirement for Cartographer:
A. Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).
OR
B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes at least two of the following: 1) Assisting in preparing architect/engineer plans, specifications, or criteria for design relating to mapping and relational databases; AND/OR 2) Compiling data for technical quality control/assurance review process of design products; AND/OR 3) Resolving issues or problems relating to geographic information systems, GIS; AND/OR 4) Utilize some of the following software packages including ArcGis, Microstation, Corpscon, Hypack, Adobe Acrobat, Adobe Photoshop, and Google Earth Pro, etc. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: cartography, astronomy, computer science, land surveying etc. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
