As a Supervisory Project Manager, you will be responsible for overall project management of multiple projects assigned, including, but not limited to, planning, design, budgeting, and construction of new buildings. Location of Position: Public Buildings Service, Project Delivery Division in Little Rock, AR or Houston, TX. Location to be determined upon selection. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Ensures the organization's strategic plan, mission, vision and values are understood by the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services. Articulates and communicates to the team, the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and timeframes for completion. Responsible for planning, scoping, estimating, preparing specifications, organizing, controlling, coordinating, reviewing, and approving design, construction and related work. In this regard, the position's responsibility for the project involves broad responsibility over the planning, design, cost control, and use of resources and efforts of agency and contractor activities. Leads discussions with representatives of client agencies regarding project requirements, needs, building limitations and functional use of space to determine the most economical solution and to meet the operational needs of the occupants. Without sacrificing GSA program and project objectives collaborates with customer agencies' top officials to ensure optimum satisfaction of agencies' program and project objectives through effective and expeditious management of project-related activities. Manages all aspects of the project’s finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget. Presents options/solutions to customer based on incumbent's personal knowledge of customer's current and future requirements. Recommends alternatives to meet customer requirements. Negotiates and coordinates project plans, budget objectives and schedules with management of affected customer agencies to establish and/or manage customer expectations.

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable
  • Register with Selective Service if you are a male born after 12/31/1959

Qualifications

For each job on your resume, provide: the exact dates you held  each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here. The GS-13 salary range starts at $103,409 (Little Rock) or $119,254 (Houston) per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience that demonstrates the ability to perform project management on large and highly complex commercial construction and/or large and complex commercial building repair and alteration projects; knowledge of resource allocation models required to develop cost and personnel budgets; knowledge of procurement practices and techniques; ability to accomplish work through others as a senior member of a project team; skill in negotiation techniques to conduct contract negotiations with high level business, industry and/or Government officials; and knowledge of contract administration and closeout.
