About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 Position is being filled at the GG-9/11/12/13 target GG-13 level. Duties described reflect the full performance GG-13 level. Duties will be performed in a developmental capacity under close supervision.

Duties

Serve as a Senior Data Scientist and leads teams for the most complex projects, and may also serve as a team participant or an independent analyst on professional data science teams. Apply the rigors of the data science discipline to data analysis in Cyber, Information Technology and economic analyses of complex and potentially controversial major information technology systems and networks. Responsible for advanced level data science analytics characterized as highly unstructured and complex, having little definition or clarity, and especially complex analytic projects assigned to the organization. Provide business metrics and support for the most complex projects to identify improvements (contribution to the improvement should be monitored initially and over multiple iterations). Coordinate with the data steward to ensure that the information used is in compliance with the regulatory and security policies in place. Qualify where information can be stored or what information, external to the organization, may be used in support of the use case. Lead analytical projects, providing direction and guidance to project members of a professional nature in the execution and implementation of projects.

To qualify based on your experience, your resume must describe at least one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Basic Education Requirements GG-1560-09/11/12/13: A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. Or B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. To qualify your resume must clearly describe the following quality experience: GG-09: developing data set processes; building data visualization products; developing mathematical and/or statistical models. OR Education: 2 years of progressively higher-level graduate education leading to a master's degree or master's equivalent graduate degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed master's semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GG-11: operating coding systems, such as R, Python, Scala, Java, Julia OR C++; collecting, processing, manipulating, and analyzing structured and unstructured datasets using a statistical methods and programming language; and solving math, statistics, and programming problems. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering or Computer Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GG-12: assisting in identifying opportunities through the use of statistical, algorithmic, mining and visualization techniques; operating coding systems, such as R, Python, Scala, Java, Julia OR C++; and creating, deploying, testing, and evaluating predictive models or machine learning algorithms like regression, clustering, probabilistic, or ensemble methods. GG-13: conducting research, tests, and studies on quantitative and computational methods; operating coding systems, such as R, Python, Scala, Java, Julia OR C++; using high performance, parallel, or distributed computing like Apache Spark/Flink, Cuda, Hadoop OR cloud-based computing platforms like AWS, Google Cloud Platform, Microsoft Azure; and creating, deploying, testing, and evaluating predictive models or machine learning algorithms like regression, clustering, probabilistic, or ensemble methods.

Education
