About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Position is being filled at the GS-11/12 target GS-13 level. Duties described reflect the full performance GS-13 level. Duties will be performed in a developmental capacity under close supervision.

Duties

Serve as an expert in the Data Science Directorate, and performs as a Senior Data Scientist. Lead teams for the most complex projects, and may also serve as a team participant or an independent analyst on professional data science teams. Apply the rigors of the data science discipline to data analysis in Cyber, Information Technology and economic analyses of complex and potentially controversial major information technology systems and networks. Ensure justification of planning and decision processes are accurately translated into reliable and defensible inputs to the Army's Planning, Programming, Budgeting, and Execution System (PPBES), for example, the Training Resource Model (TRM). Responsible for advanced level data science analytics characterized as highly unstructured and complex, having little definition or clarity, and especially complex analytic projects assigned to the organization. Analyze, plan, develop, create and apply research techniques and science-based analytical processes/methods, and tools to provide analysis, review, staff support, coordination, research, document preparation, and briefings to inform decision making. Provide business metrics and support for the most complex projects to identify improvements (contribution to the improvement should be monitored initially and over multiple iterations). Coordinate with the data steward to ensure that the information used is in compliance with the regulatory and security policies in place.

To qualify based on your experience, your resume must describe at least one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Basic Education Requirements GG-1560-11/12/13: A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. Or B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. To qualify your resume must clearly describe the following quality experience: GG-11:operating coding systems, such as R, Python, Scala, Java, Julia OR C++; collecting, processing, manipulating, and analyzing structured and unstructured datasets using a statistical methods and programming language; and solving math, statistics, and programming problems. GG-12:assisting in identifying opportunities through the use of statistical, algorithmic, mining and visualization techniques; operating coding systems, such as R, Python, Scala, Java, Julia OR C++; and creating, deploying, testing, and evaluating predictive models or machine learning algorithms like regression, clustering, probabilistic, or ensemble methods. GG-13:conducting research, tests, and studies on quantitative and computational methods; operating coding systems, such as R, Python, Scala, Java, Julia OR C++; using high performance, parallel, or distributed computing like Apache Spark/Flink, Cuda, Hadoop OR cloud-based computing platforms like AWS, Google Cloud Platform, Microsoft Azure; and creating, deploying, testing, and evaluating predictive models or machine learning algorithms like regression, clustering, probabilistic, or ensemble methods.

Education
