This position is located in the Office of the Human Capital Management and Training, Human Resources Division, Staffing and Employee Services Branch. The incumbent will serve as the agency Benefits and Retirement Officer, responsible for providing the full range of customer service and resolution of all issues related to Federal Benefits Programs (i.e., life and health insurance programs, Social Security, retirement, TSP, flexible spending accounts, dental/vision, and death benefits).

Duties

Ideal Candidate Statement: The ideal candidate will have experience providing comprehensive counseling to employees regarding available options for Federal Benefits and Retirement and experience managing the full cycle of operational activities related to processing benefits and retirement elections. As a Human Resources (Employee Benefits/Retirement), GS-0201-13, you will perform the following major duties: Provide expert guidance and assistance to employees on Federal Benefits: life insurance, health, dental, vision, and long-term care insurance, and Thrift Saving Plan provisions. Develop, revise, and implement NTSB's benefits program regulatory policies, guidelines, standard operating procedures, and procedural requirements. Provide expert guidance and assistance to employees on federal retirement systems: Civil Service Retirement System (CSRS), and Federal Employee Retirement System (FERS), including processing applications for retirement benefits, deposits, redeposits, and separations.

Qualifications

Qualifications for the GS-13 Level: You must possess one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as applying a comprehensive knowledge of employee benefits rules and regulations to carry out three or more the following: (1) Administer an agency federal benefits program to include retirement, health benefits, life insurance and leave programs. (2) Provide comprehensive guidance, information, counseling, and assistance to employees on retirement programs and benefits. (3) Prepare FERS/CSRS retirement estimates based on projected retirement dates. (4) Provide counseling to employees, spouses, and beneficiaries on survivor benefits, FEGLI/FEHB, and continuation of FEGLI/FEHB. (5) Provide guidance and information on the Thrift Savings Plan. (6) Develop and conduct training to increase employee awareness of Federal Benefits Programs and educate them on available options. (7) Develop informational materials (i.e., fact sheets, brochures, booklets etc.) in both electronic and print formats. (8) Develop written communications for dissemination to the workforce. (9) Perform quality control reviews on various benefits and retirement processed documents to ensure accuracy, completeness, and compliance with applicable regulations.
