You will serve as a lead MANAGEMENT AND PROGRAM ANALYST in the DEPUTY OICC Officer in Charge of Construction Marine Corps Marianas (OICC MCM) of OICC MARINE CORPS MARIANAS.

Duties
You will plan, organize, coordinate, and implement the OICC MCM program and project systems under the direction of the Deputy OICC MCM.
You will track and analyze project execution projection and actual execution.
You will develop budgets for manpower, facilities, Information Technology, vehicles, supplies and equipment, etc. to support OICC MCM Activities.
You will apply knowledge of established directives, instructions, regulations, etc. and ensure compliance and accountability.
You will initiate, track, compile, prepare and submit for approval or complete required staff action on various administrative efforts and requirements of recurring and non-recurring matters.
You will develop, maintain, and monitor integrated reporting system(s) affecting business line programs throughout with functions and operations that are extensively interrelated.
You will compile financial data to verify budget's adherence to OICC MCM management's financial goals and objectives for the budget years and track budget execution and recommend actions to improve processes and procedures.
You will identify and recommend revisions to current directives, instructions, regulations, identify any new directives, instructions, regulations that may be required, and old directives, instructions, regulations that are no longer applicable.
You will initiate, track, compile, prepare and submit approvals or complete required staff action on various administrative efforts and requirements of recurring and non-recurring matters (annual and quarterly awards, on-the-sport awards, etc.).
You will ensure all staffing actions are properly formatted and complies with the Navy Correspondence Manual and other relevant guidance.
You will provide tracking oversight of the annual performance appraisal cycle with appropriate metrics.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing the general fund systems for facilities information systems, budget forecast and be able to identify program problem areas.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with the financial management of general funds in the facilities information systems to monitor the budgets for program operations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11: Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
