This position is located in the Chief Information Office (CIO). The incumbent serves as a radio frequency management expert and is responsible for the implementation of policies, procedures, and standards for control of all the Department's (USDA) radio communications systems, and facilities, relating to radio frequency spectrum management.

Duties
Represents USDA and all of its agencies in matters related to Radio Frequency Management. Serves as a technical authority in radio management and is a member of the Interdepartmental Radio Advisory Committee (IRAC).
Develops or revises standards and guidelines in response to new capabilities in the radio industry; identifies equipment technical standards to confirm equipment conforms to government–wide industry standards.
Manages and coordinates frequencies with partner agencies in support of fire suppression and incident support.
Researches, evaluates, and provides feedback on problematic trends and patterns in customer support requirements; develops and maintains problem tracking and resolution databases.
Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit’s work.
Provides expert consultation and advice in determining radio communications policy for a broad area of communications requirements.
Requirements
- Must be a U.S. Citizen or National.

- Successful completion of one year probationary period, unless previously served.

- Subject to one-year supervisory/managerial probationary period. New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

- Must possess or be able to obtain a Secret security clearance.

Specialized Experience Requirement:
For the GS-13: You must have one year specialized experience equivalent to at least the GS-12 in the Federal service. Specialized experience is defined as three or more of the following: providing guidance and advice in the development of policies, procedures and standardization of documents that pertain to telecommunication systems and frequency management; and/or acquiring information technology equipment and services to include researching, costing, tracking, and coordinating technical solutions to telecommunication issues; and/or managing assigned projects that relate to the maintenance, repair or procurement of telecommunication system components; and/or assuring software and hardware integration is accomplished in compliance with telecommunications standards.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
