About the Position: Serve as the Program Manager and Technical Lead for all assigned civil works programs in Alaska District (POA) and Honolulu District (POH).
Preferred duty location is Fort Shafter, HI. Remote work may be authorized for a highly qualified individual.
Duties
Serve as advisor to the Pacific Ocean Division (POD) Commander for assigned civil works or other programs.
Analyze studies, design, and construction performance to assess deviations from performance goals.
Develop new and innovative approaches to establish long term execution of civil works programs.
Implement corporate decisions and guidance to develop intermediate program, design products and construction processes for the development and support of civil works projects.
Provide overall continuity and corporate leadership in the long-term execution of civil works and other projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty (TDY) travel is approximately 25%.

In addition to the individual education requirement you must meet the specialized experience requirement.
Specialized Experience: One year of specialized experience which includes which includes must have three of the four below: 1) Preparing civil works information such as: budgetary, program defense, hearing preparations, justification information papers; 2) ensuring implementation of Engineering Regulations for design and construction; 3) ensuring that the project delivery team is in compliance with the current Engineering Circular for Program execution; 4) participating in project studies, such as navigation, flood risk management, costal storm damage reduction, and environmental protection and restoration. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
