The primary purpose of this position is: Serve as the Generating Combat Power (GCP) Senior Manager/Supervisory Cross Functional Team Lead, which includes Air Base Defense (BD), Air Base Air Defense (ABAD), and Agile Combat Employment (ACE). Plans, integrates, prioritizes, and directs enterprise-wide Air Base Defense strategy efforts.
Duties
Plans, organizes, and oversees Air Base Defense policy and strategy implementation and integration for the Chief of Staff of the Air Force and Deputy Chief of Staff for Strategy, Integration, and Requirements.
Division Chief GCP capability responsibilities.
Advises Air Force senior leadership on developing Air Force GCP policy and priorities for future systems necessary to conduct air and space operations.
Maintains continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to ensure USAF future force design and enterprise-wide planning is consistent and integrated throughout the defense community.
Prepares position papers and presents high-level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, GS-343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of qualitative and quantitative evaluation techniques for the study of future joint force missions, capabilities and requirements. Thorough knowledge of the missions, roles, functions, organizational structures, and operations of the DOD, Air Force, and joint organizations as they concern military, operations, capabilities, and capability employment principles. Mastery of systems planning and project management concepts, methods, and practice and management principles and systems sufficient to lead the evaluation of future GCP requirements and to develop a high-level architecture plan to support Air Force and joint mission requirements and to exercise mature administrative and technical judgment in managing programs, resolving complex cross-organizational problems, and developing new hypotheses or fundamental new concepts. Expert knowledge of the Federal, DOD, and Air Force Planning, Programming, and Budgeting System (PPBS) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Force and Joint operations, capabilities, and capabilities employment principles including Air Base Defense.
Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of air and space plans, programs, and procedures for conducting major operations such as war, military operations other than war, mobilization, deployment.
Knowledge of the Department of Defense's Joint Capabilities Integration Development System (JCIDS), Planning, Programming, and Budgeting System (PPBS), and the Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans.
Ability to plan, organize, and direct program functions and advise senior Air Force leadership on Air Base Defense strategic efforts
Skill in managerial and coordination activities sufficient to manage and review multiple studies of future capability requirements with many variable or unknowns including mission changes, future technology, and competing organizational interests.
Ability to plan, organize, direct program functions, mentor, motivate, lead staff and communicate (orally and in writing) clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
