The position is located in the Department of Veterans Affairs, Albany Stratton VA Medical Center (Stratton VAMC) and serves the Veterans interest across the VA Health Care Network, Upstate New York. The employee performs a variety of administrative and training tasks and provides technical assistance associated with maintaining and supporting the programmatic work and activities performed within the Department of Facilities Management Service (FMS) Operations Team (Ops Team).
Duties
Designs and creates implementation plans and training modules by working with vendors, contractors, clinical services lead, HTM and OIT. Determines the need for additional subject matter information and meets with representatives within the organization to obtain it. Independently establishes contacts within and outside the organization to obtain needed information including seeking it through direct discussion.
Designs evaluation tools for programs, analyzes satisfaction data, and makes recommendations for program improvements. This evaluative methodology and analysis will impact facility strategic planning and further iterations of Non OIT/Non HTM technology needs.
Develop and analyze project plans to track implementation of new initiatives and monitors outcomes for sustainment projects including comprehension and testing to determine effectiveness and efficiency of training. Works closes with the DLO to ensure any TMS training requirements are met for staff.
Conducts needs assessment through various kinds of surveys, townhalls, etc. depending on subject and situation to determine training requirements for clinical and non-clinical staff throughout the facility.
Performs administrative work of the FMS operations team including monitoring projects, reviewing records and creating multiple-point schedule for complex initiatives.
Maintains fiduciary oversight of Projects assigned to the FMS Operations team.
Research potential FMS projects, develops and Identifies goals and action plans, coordinate meetings with participants, and lead RPI projects on existing with the workgroups, all to ensure timely completion of action plans, which results in actionable projects for Strategic Capital Investment Program (SCIP).
As the custodial official for the FMS operations team, manages the Equipment Inventory management Ell. Monitors Preventative Maintenance, completes it as appropriate or coordinates with appropriate SME. Also researches potential upgrades/replacements prior to End of Lifecycle.
Functions as the Agent in Place for FMS for all continuing technology activities for the organization including periodic auditing, construction rounding, environment of care rounding, record management and ensures compliance will all applicable requirements to continue operational status.
Serves as onsite SME support answering any questions employees may have, assists with completion of process reports for EOG/EMS/Safety Committees, submits completed reports to VISN upon approval.
The Program Specialist(s) is a collateral member of the Outreach workgroup and will complete outreach activities either independently or in the case of larger events within the context of the outreach team. The Education Specialist will be familiar with all aspects of outreach from enrollment, presenting to groups, engagement, and outreach calls, with the goal of assisting the Medical Center's goal of enrolling 3,000 new Veterans each Fiscal Year.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. (This is separate from your experience and is mandated by statutory and regulatory requirements.)
For a GS-07 position you must have served 52 weeks at the GS-05.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Program Specialist. Specialized experience includes assess, select, adapt and apply a variety of education concepts, practices, and approaches to independently plan, develop, monitor, and evaluate projects and studies for which standard methods may be adequate.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education; OR, superior academic achievement (Transcripts required).
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree. (Transcript required)
GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Program Specialist. Specialized experience includes support in design, develop training packages and link new applications to local situations and policies. Manage, maintain, and support in continuous improvement of managed programs.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate level education or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field of the position to be filled.
