This position reports to the Enrollment & Eligibility unit Supervisor at the WNY Healthcare System (VA WNY HCS), Buffalo. Responsibilities include; the identification, and development of recruitment opportunities to increase veteran enrollment in the healthcare system, augments the Enrollment & Eligibility team in program eligibility determination and providing data integrity support to management.

Development and Implementation of Outreach Programs
Responsible for the identification, and development of enrollment outreach opportunities for the purpose of increasing patient enrollment. Incumbent is the Chair for the Medical Center Outreach Committee responsible for scheduling, setting the agenda for and documenting monthly meetings. Provides reports to Facility and VISN leadership as needed. Provides oversight for outreach event scheduling working cooperatively with committee members to maximize outreach and promotional strategies to provide a complete VHA presence in public venues and forums. The incumbent is the point of contact for outreach activities responsible for communicating with community stakeholders, committee members and participating VHA WNYHCS staff to coordinate the solicitation of participating VA staff, preparation of enrollment material, signage, equipment, required utilities and logistics ensuring the best possible outcome is achieved. Incumbent works closely with EEO targeting concerned communities, establishes methods of reaching and eliciting input from targeted communities.
The incumbent plans the development and implementation of all appropriate enrollment outreach programs and activities. Incumbent is responsible for solicitation and scheduling of staff to ensure appropriate representation as it relates to event size and projected attendance. Incumbent is responsible for the procurement/creation of communication materials and logistics including preparing material for community outreach events.
Incumbent will create and maintain training material and SOP for Enrollment and Eligibility staff for the purpose of ensuring competency at outreach events to include but not limited to coaching staff on program information, FAQ's and interpersonal skills, develop inventory list of appropriate supplies and ensure technology is procured and operable prior to the event.
Administrative Support
As a critical duty of this position, the incumbent will provide administrative support as requested by the Manager and Supervisor of the Enrollment and Eligibility unit. In this role, duties include but are not limited to technical advisor as subject matter expert for assigned systems, tracking and/or assigning of deliverables, answering the telephone, generating reports, producing documents and receiving visitors. Serves as back up for Enrollment Coordinator responsibilities. The incumbent will assist on matters relating to the enrollment program including regular face to face enrollment of veteran customers.
The incumbent may be assigned activities that assist in the overall Enrollment Program to include health benefits eligibility determinations and all aspects of the health benefits administration. Responsible for analyzing of benefit utilization and implementing the extensive body of VA and DoD regulations, rules, policies, procedures and practices associated with inpatient/outpatient activities, as well as Veteran/patient entitlement agreements, all other sharing agreements, Health Care Finance Administration (HCFA) requirements and guidelines, Medicare, and contract services to ensure that clinical services are provided to eligible beneficiaries.
The incumbent will provide assistance to registration staff in processing applications. Incumbent must be able to initiate Character of Discharge (COD) determinations with Veterans Benefits Administration. Must be able to differentiate between various processes for COD determination and send request to the appropriate processing center based on urgency. Must ensure a tracking mechanism exists with requests to update the patient record when a determination is made. The incumbent accesses multiple data resources and generates system reports, noting any discrepancies and ensuring any necessary corrective action is taken.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Typically Monday - Friday 8:00am - 4:30pm; varies based on the demand of scheduled events, evening and weekend event attendance in lieu of assigned tour of duty is expected.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Selective Placement Factor: Knowledge and experience of VHA Eligibility criteria and the use of enrollment systems.
Preferred Experience: VHA outreach event experience, administrative skills, communication skills, analytical skills, and problem solving.

GS-07 Requirements
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
coordinate monthly meetings, which includes drafting agendas;
event management experience;
general administrative support such as managing phones, drafting correspondence, and generating reports;
data analysis experience to include managing large data pools;
knowledge of VA enrollment, eligibility, and health benefit programs;
ability to evaluate program success and project growth; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a 4-year course of study leading to a bachelor's degree.
Promotion Potential: This position is only being recruited for at the GS-07 grade level. The selectee may be promoted to the full performance level, GS-09, without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Physical Requirements: The work can be sedentary, but assignments will regularly involve extended periods of walking, standing, bending and carrying to execute logistics for outreach events. Incumbent is also required to regularly pick up loads of up to 15 pounds such as boxes of outreach and enrollment materials that may be used for outreach activities and/or to push carts of supplies for outreach events.
