This position is located at the VA Illiana Health Care System and aligned to Quality Management Service. The primary purpose of this position is to support a wide spectrum of activities; supervision over administrative staff and students; patient representation; develop and coordinate staff resource and operational budgets; and participates fully with the Chief of QM in planning, operating, evaluating, and supervising the comprehensive quality management program within the medical center.
Duties
DUTIES:
Acts as a QM consultant with all QM programs throughout the facility. Analyzes various reports relating to quality improvement to ensure desired outcomes and selection of methods for measuring quality of services. Keeps informed of Joint Commission and VHA regulations and requirements.
Performs quality management and systems redesign activities, which are designed to improve quality of transaction procession, customer service activities or other procedures.
Performs service performance improvement monitoring and other service-related performance measures.
Knowledgeable and contributes to the short- and long-range strategic planning at the service level, facility level, and at the VISN level.
Assists the chief with recommendation for the all-employee survey (AES) and is responsible for action plan and meetings to ensure actions are carried out.
Serves as the liaison to HR and assists the Chief with personnel matters regarding grievances, employee relations and AFGE matters.
Coordinates and oversees timeliness and tracking of all areas above to ensure compliance. Works with service chiefs of these services to ensure processes and deficiencies are acted on timely.
Answers in response to personal and telephone inquiries relating to administrative and clinical issues.
Communicates by telephone to a wide variety of individuals throughout the medical center, throughout the VA and from institutions and individuals outside the Department of Veterans Affairs and reports directly to the Chief QM.
Independently prepares letters, memos, or directives regarding clinical and administrative issues.
Independently responds to requests for administrative reports, audits, and surveys from VA and non-VA sources. Generates and presents a wide range of data as required.
Edits reports prepared by others.
Serve as the back-up timekeeper and the back-up for other program support assignments in the absence of the Program Support Assistants.
Responsible for the identification of equipment on the EIL and maintenance of records to adequately describe and locate the equipment.
All other duties as assigned.
Preferred Experience: 2 years Supervisory experience and 2 years Quality Management experience.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
GS-11 Specialized Experience: I possess at least one (1) full year of experience equivalent to the GS-9 level. Specialized experience is defined as working with management principles, administrative issues, and human resource management techniques, using qualitative and quantitative analytical techniques, and determining staff to workload ratios, directs and manages the office operations, analyze the data and develop information to prepare final written reports, reviews, analyzes, and interprets incoming requests, planning, organization, development, direction, and evaluation of Service administration, manage and prepare responses to correspondence.

GS-11 Substitution of Education for Experience: I possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., if related. Ph.D. or equivalent doctoral degree must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts Required.

GS-11 Combining Education and Experience: I possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Program Specialist as described above.
