Duties
The NRO will make selections at the GG-15 level for this position
As a SUPERVISORY PROGRAM MANAGER you will be responsible for the following duties:
Directs, coordinates, and oversees work of subordinates. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
Ensures reasonable equity among units of performance standards developed, modified and/or interpreted and rating techniques.
Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses.
Manages daily programmatic functions, interfaces with mission partners across the IC and DoD. Reaches out to operational users to ensure proper program support.
Provides extensive coordination and guidance to a wide range of government, military, and contractor personnel on methods, processes, practices, lessons learned and risk mitigation.
Develops, prepares and conducts oral and/or written presentations to report monthly analysis of project or program status in order to identify and isolate potential problems.
Participates in the resolution of complex resource allocations; performing in-depth, rigorous analysis of program, technical, and budget trade-offs and explores alternatives.
Responsible for performing various technical and advisory functions relative to the personnel assigned to the particular project segment.
Serves as an expert consultant providing analysis and assessment of initiatives, projects, or programs with strategic, enterprise, or tactical impacts relative to the organization's strategy.
Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making.
Identifies and understands how internal and external issues (e.g., economic, political, social trends) impact the work of the organization.
Secures classified information in accordance with E.O.13526.

Qualifications
This position is an Expert Level DCIPS position. DCIPS Expert Level positions include GG-15. The NRO is accepting applications from both current GS/GG-15 Federal Government employees and non-Federal government employees for this position. Federal government employees, who are currently at a GS/GG-15, or equivalent may ONLY apply for a lateral assignment at their current grade level, and step.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.
Specialized experience required for this position is:
Experience managing operations to develop detailed plans, task, milestone dates and schedules to ensure proper sequencing of events. Overseeing the tracking of processes to deliver critical operational multi-intelligence capabilities to mission partners. Knowledge of the substantive nature of agency programs and activities; agency missions, policies, and objectives; and the analytical and evaluative techniques for assessing program development. Knowledge of the principles and theories of intelligence data, program assessment, budget management and processes aligned organization models. Highly effective in Planning, organizing and directing a team facilities related to study work/special projects and to influence management to support and implement recommendations.
