The Management and Planning Division (M&P) advises and supports the OIG in the following areas: administrative and fiscal policy, executive resources, training, finance, quality assurance, procurement, facilities, human resources, security, and records management.
Duties
As a Human Resources Specialist (Executive Resources) at the GS-0201-14 you will be responsible for, but not limited to:
Provides the full range of operational Executive Resources services, including, but not limited to, staffing and recruitment, position classification and position allocation management, performance management - including facilitating the SES/SL Performance Review Boards and Executive Resources Merit Staffing Boards, compensation, executive development, talent management, and succession planning.
Researches HR and Executive Resources issues and practices and provides recommendations for resolutions and/or improvements.
Manages the SES/SL performance appraisal system certification processes, and biennial allocation requests.
Researches, develops, formulates, and administers OIG-wide Executive Resources policies and programs in accordance with HR laws, regulations, and rules.
Participates in planning and implementing Departmental, Office of Personnel Management (OPM), and/or Office of Management and Budget (OMB) projects and mandates related to Executive Resources.

Qualifications
To qualify for this position at the GS-14 grade level, applicants must have at least one year of specialized experience at or above the GS-13 grade level in the federal sector, or the equivalent in the private sector. Specialized experience is defined as experience that is typically in or related to work of the position to be filled and has equipped and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. For this position your specialized experience must demonstrate the following:
Applying a wide-range of HR concepts, practices, laws, regulations, policies, and Executive Orders related to planning, developing, and implementing and/or administering Executive Resources programs for the Senior Executive Service (SES) and Senior Level (SL) members; providing guidance and advice to high-level agency officials on all aspects of Executive Resources programs; and addressing related human capital issues that may be sensitive and/or complex.
Experience in managing and administering complex SES and SL HR operations, such as staffing, recruiting, classification, compensation, performance management, and executive development.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
