This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for supporting the DSCA's mission of training, educating, and providing for the long-term development of the security cooperation (SC) workforce.
Duties
As a OPERATIONS SPECIALIST at the GS-0301-12 some of your typical work assignments may include:
Main POC for DSCU Workforce Management and works closely with Headquarters (HQ), Talent Management (TM) Division and with Defense Security Cooperation University (DSCU) leadership for the purpose of tracking the status of new billet requests, hiring packages, and various other personnel actions (e.g., reassignments, realignments, etc.);
Oversees the planning, instructing, and organizing of organization training, as well as, operations;
Serves as the primary government purchase card holder, receiving purchase requests and reviewing for accuracy;
Provides advice and supports managers and employees across the entire spectrum of the university's activities regarding policies and operating procedures;
Works with leadership to explain operational processes and to ensure that these processes are carried out in accordance to the agency's mission in an efficient and effective manner.

Qualifications
You may qualify at the GS-12 grade level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Interpreting and advising employees and managers on directives, policies, or instructions;
Coordinating and conducting analyses of current projects, programs, and taskers;
Identifying and recommending improvement processes to meet customer requirements; working and tracking personnel and hiring actions;
Developing policy, plans and procedures and; creating, editing, reviewing, and submitting time-cards on behalf of other employees.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
