About the Position: Serve as a senior cost analyst overseeing, and reviewing the work of a project team in providing cost analysis, cost estimating, and other analyses supporting a broad range of aircraft survivability systems throughout the entire life cycle.
Duties
Conduct a program of major developmental studies designed to produce or increase effective.
Coordinates the efforts of a team of project leaders in the development of Integrated Master Plans {IMP), Integrated Master Schedule {IMS), Risk Management Program (RMP), and etc. inputs to Cost and Operations Effectiveness Analyses (COEA)
Evaluate all data from studies/analyses and integrates the results into a comprehensive evaluation and report.
Analyzes and develops techniques for relating manpower requirements to different combat and support missions and different types of support structures to work with the PM/Product Manager (PdM) in preparation of Predictive Staffing Model (PRSM).
Guide the team effort to ensure the development and utilization of realistic and valid cost factors indices, techniques and measures during the total development methods to meet rigorous cost analysis objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires temporary duty (TDY) travel up to 10% of the time.
- Employee must be able to obtain and maintain a Secret security clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Advanced certification within 48 months as of entrance on duty.
- This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This is a Financial Management Level III Certified position. This certification must be obtained within 24 months of appointment. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

To qualify for this position in the Operations Research series (1515), candidates must possess a degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Your transcripts will be required as part of your application.
Specialized Experience: Your resume must describe at least one year of specialized experience at the NH-03 level in the Federal Service which includes work that involves:1) Analyzing policies, regulations or directives to provide expert technical advice to an interdisciplinary team of professionals; 2) Advising senior leadership on techniques that enhance the development/production of an assigned weapon system within an acquisition program; AND 3) Analyzing Earned Value Management products and Cost Reports in support of an acquisition program or project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (GS-13).
