You will serve as a EMERGENCY MANAGEMENT SPECIALIST in the EMERGENCY MANAGEMENT DIVISION of US NAVAL BASE GUAM.

Duties

You will serve as the Naval Base Guam Emergency Operations Center (EOC) Manager to effectively coordinate a response and recovery from a broad range of emergency conditions. You will serve as resident expert and trainer for the Incident Management Team (IMT) and the EOC Continuity of Operations (COOP) Plan. You will perform emergency tasks in coordination with law enforcement, fire and emergency services, physical security, antiterrorism, and force protection as dictated by the emergency events. You will coordinate emergency and continuity of operations reports and other administrative activities with installation leadership, region counterparts, various staff elements and civil agencies including the local government. You will personally manage the operation, exercise, and maintenance of the installation Mass Warning and Notification System(s). You will develop Standard Operation Procedures (SOPs) and other written guidance to support the EOC Operations, including SOPs for Finance, Logistics, Operations, and Planning sections of the IMT. You will assist in the development and execution of Installation Emergency Management Plan processes/procedures while ensuring compliance with higher authority directives.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning for, monitoring and controlling responses to natural or man caused disasters, coordinating hazards consequences while providing management and coordination of emergency planning, as well as response and recovery operations to improve effectiveness in disaster preparedness operations at the installation. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
