You will serve as a EMERGENCY MANAGEMENT SPECIALIST in the U. S. Naval Base Guam of US NAVAL BASE GUAM.

Duties

You will conduct emergency management assessments to identify discrepancies and develop corrective actions. You will advise management and staff on emergency management policies and procedures to ensure compliance with federal regulations. You will oversee Emergency Operation Center (EOC) operations to ensure effectiveness and execution of EOC processes and procedures in accordance with policy. You will analyze and/or evaluating methods and techniques used in emergency response to present recommendations and conclusions for improvement in response capabilities. You will assist the Regional Emergency Manager on all aspects of emergency management and to oversee the readiness and operations of the Emergency Operations Center. You will develop and implement installation Emergency Management (EM) equipment training, exercises and evaluations to promote mission readiness.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • Work is generally performed in an office setting, primarily aboard naval Installations, occasionally in hazardous and high noise areas.
  • The incumbent must be able to perform effectively under stress, be available for recall after normal duty hours when required, and adjust priorities to changes in workload based on uncontrollable situations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing the effectiveness of training, exercises, and real world incident response operations to determine if corrective action or policy change is required; 2) Conducting emergency management assessments to identify discrepancies and develop corrective actions; 3) Advising management and staff on emergency management policies and procedures to ensure compliance with federal regulations; 4) Overseeing Emergency Operation Center (EOC) operations to ensure effectiveness and execution of EOC processes and procedures in accordance with policy; 5) Analyzing and/or evaluating methods and techniques used in emergency response to present recommendations and conclusions for improvement in response capabilities.
