NOAA's Climate Program Office (CPO) is responsible for the development of climate science, services and information products based on the national investments in climate research, modeling, data systems, and observations. The CPO serves as the focal point for activities in support of climate-related research and services that are distributed within and by NOAA. CPO supports observations, research, modeling, and predictions that helps deliver information to decision makers and the public.

Duties

The Director of NOAA's Climate Program Office (CPO) is responsible for the leadership and administration of CPO and for working collaboratively with other NOAA Line Offices (LOs) and the broader climate community. CPO is responsible for the development of climate science, services, and information products based on national investments in climate research, modeling, data systems, and observations. CPO serves as the focal point for activities in support of climate-related research and services that are distributed within and by NOAA, and for coordinating with climate-related weather, coastal, and ocean system activities to understand and communicate the effects of climate change. The CPO Director serves as a strategic lead for NOAA climate activities and provides strategic and programmatic advice to the OAR Assistant Administrator. As the CPO Director, the incumbent assesses science directions and user needs; sets program goals and objectives; plans, organizes, and implements program activities; coordinates implementation with appropriate NOAA components; and performs program evaluations. The position also provides day-to-day direction of CPO's climate program areas, competitive grants, and the administration of grant awards. The incumbent actively works with the external and internal climate science and services community to sustain critical climate science and service programs. The incumbent will also develop and implement new program areas based on emerging science directions, needs of the agency and information needs of external stakeholders. CPO's work underpins and supports both national and international climate assessment activities, including the development of the quadrennial U.S. National Climate Assessment. The CPO Director plays a key role in the U.S. Global Change Research Program (USGCRP). NOAA leads the interagency effort that involves 14 major U.S. Federal agencies and the CPO Director coordinates associated activities across NOAA.

ECQ 5-Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font. Professional/Technical Core Qualifications (PTQs): PTQ 1 - Ability to conceive, design, direct and evaluate theoretical and experimental climatic, atmospheric, and/or oceanographic programs of a complex and large-scale nature and the ability to transition demonstrated research results to an operational environment. PTQ 2 - Substantial senior level experience in the administration and management of a large geographically distributed scientific organization. PTQ 3 - Experience which demonstrates the ability to interact effectively with internal and external partners to provide climate products and services, including with Federal and State agencies, local communities, Tribal governments, academia, and/or international scientific groups. Education

EDUCATIONAL REQUIREMENTS
A. A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
Or
B. A combination of education and experience ((education equivalent to one of the majors mentioned in A.) that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
