This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS) with one vacancy located in Silver Spring, MD.

Duties

As a Supervisory Physical Scientist, you will perform the following duties: Provide oversight and management of Geographic Information System (GIS) and geospatial data management, coastal marine modeling, technical hydrographic support, navigation product development, support, and maintenance, management and organizational principles and practices, and Information Technology (IT) services. Identify program management problems, assess needs, and ensure the presence and flow of communication between other divisions within the Office of Coast Survey and National Ocean Service (NOS) programs. Keep leadership informed on the status of significant management activities relevant to program operations and planning. Oversee project and strategic planning, and implement division and agency corporate goals. Collaborate with ongoing research and development programs, as well as other scientific staff in private industry, universities, and government, nationally and internationally. Develop and manage division's operational budget up to $10 million, ensuring effective financial management/planning of timely procurement strategies to support mission requirements. Utilize full supervisory authority with workforce management responsibility, including recruiting, promotion, diversity and inclusion, accountability, and providing career development opportunities.

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: EDUCATION: To qualify for the 1301 series: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-5 or GS-15 level: SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: Leading the planning and execution of programs providing navigation-related products and services to ensure goals and objectives are achieved; Providing technical direction for navigation services such as hydrographic or oceanographic modeling, geospatial application software, or IT functions; and Providing financial management and procurement strategies for a research and development program.

Education

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
