Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position is to provide technical and administrative support to rate and route routine shipments limited to one or two modes and prepare required billing and documentation.

Duties

Receive routine shipping requests and assembles requests by destinations, appropriations chargeable, and condition of commodities. Classify each commodity specifically described by carrier publications and other published freight classification guides; considers varied characteristics of commodities such as density, released valuation, set up, knocked-down, nested, loose, palletized, specially packaged, etc. for classification. Pre-audit shipping documents for accuracy, proper shipment authority and payment of shipments. Check shipping documents, weight certificates, and signatures for obvious freight classification errors and shipment discrepancies. Maintain logs, records, and reports and prepares Government Bills of Lading.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-04 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while performing assignments consisting of a variety of cargo management tasks, methods and techniques relating to the movement of freight, related processes of resolving a wide range of interrelated shipment problems relating to selection of mode, routing and enroute services, packaging, shipping instructions, regulatory documentation, and pick-up or delivery arrangements. OR EDUCATION: Successful completion of four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of standards, route orders, and classification rating guides. 2. Knowledge of commercial tariffs and tenders to properly rate freight shipments. 3. Knowledge of transportation regulations, methods, and techniques relating to the movement of freight in order to affect shipment of commodities. 4. Knowledge of a variety of freight. 5. Ability to interpret, apply instructions, and communicate effectively, both orally and in writing. PHYSICAL DEMANDS: The work is primarily sedentary, but there may be some walking, standing, bending, and carrying of light items. No special physical demands are required to perform the work. WORK ENVIRONMENT: The work is mainly accomplished in an office and warehouse environment which involves everyday risks or discomforts. The work area is adequately lighted, ventilated, and heated. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
