The primary purpose of this position is to ensure the most cost effective and efficient shipment of DoD cargo from Dover AFB to various world wide destinations IAW transportation laws, regulations, tariffs and DoD guidance.

Duties

Serves as Power Track System Administrator ensuring payment to commercial carriers for services rendered. Researches, identifies, and applies correct transportation and line of accounting codes to shipping receipts, bills of lading and other related movement documentation. Maintains Obligation Authority over funds used for transportation of DOD property throughout each fiscal year.. Loads and maintains budgeted monies utilized for freight shipments moving via military or commercial transportation. Classifies, routes and rates freight to determine mode and method of transport. Determines freight classification when the identity and/or transportation characteristics have changed or do not agree with published classifications. Ensures all shipping documents are checked for accuracy/completeness and conducts pre/post audits to ensure proper payment.Pre-audits shipping document for accuracy and proper shipping authority. Performs a variety of administrative tasks in support of operations/management. Drafts general correspondence necessary to complete various mission related tasks.

  • Incumbent will be required to familiarize/train assign personnel on tasks associated with the duties of this position
  • Incumbent may be required to travel on military or commercial aircraft to attend conferences and meetings

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of transportation regulations policies, principles, procedures, and methods to perform a variety of inter­ related transportation assignments associated with cargo movement. Work requires skill in analyzing and interpreting technical transportation requirements. and guidelines to perform a variety of assignments for which there are general precedents (i.e. low cost. carrier usage; specific billing practices, etc). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of traffic management policies, principles practices, regulations, instructions and directives that govern cargo movement. Knowledge of standards, route orders, classification rating guides, tariffs and tenders to properly classify, route and rate freight shipments for onward movement. Knowledge of automated Cargo Movement Operating System (CMOS), Integrated Deployment System, Automated Business Services System, Global Transportation Network and Global Acquisition and Transportation Execution System (GATES) and basic Air Force budgeting/accounting procedures and methods. Knowledge of transportation funding identification and usage for Air Force Transportation Working Capital Funds (TWCF), Second Destination Transportation (SDT) fund and Organization and Maintenance (O&M) funds. Skill in the use of automated data processing equipment and the application of different software programs. Skill in planning cargo movement and coordinating economical and efficient commercial/military transportation. Ability to analyze, correlate and evaluate transportation date for input into automated data processing systems. Ability to read and interpret specific procedural guideline pertaining to freight movement and administrative support directly related to tasks and duties of this position. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
