The Office of Public Affairs directs and coordinates all public and employee communications activities within the Department of Labor (DOL). OPA serves as the first point of contact for news media inquiries, clearance, and dissemination point for all DOL public-facing materials, and the development and maintenance of the Department's web-based, audiovisual, and contact center communications.
This position is Inside the Local 12 AFGE bargaining unit.
Duties
The responsibilities described below are for the full-performance level (GS-12). At the GS-11 grade level, duties are similar but will be performed under closer than normal supervision. As the employee progresses, the assignments will become more difficult and complex in preparation to fully perform the duties at the next grade level.
As a Program and Administrative Support Specialist duties will include but are not limited to the following:
Provides budget and financial management support to the AO and organization staff.
Recommends courses of action in advising on budget/financial management matters.
Establishes procedures that ensure efficient, economical, and effective management of the resources assigned to the organization.
Manages the procurement of supplies, services, and equipment.
Conducts organizational studies to improve the effectiveness/efficiency in the areas of budgeting and financial management, contracting and procurement, property and records management, and other areas of responsibility.
Provides property management services for the organization.
Assesses, procures, and controls equipment/materials (e.g., software applications, computers, copiers, furniture, supplies) necessary to maintain the organizational infrastructure at peak efficiency.
Serves as a records liaison and assists agency staff in maintaining and scheduling disposition of agency records in accordance with NARA General Schedules, agency specific schedules, and federal and departmental records management guidelines.
Plans, coordinates, and schedules internal DOL meetings, conferences, workshops, and other events.
Prepares complex correspondence (e.g., large reports incorporating highly specialized terminology, complicated graphics, tables, spreadsheets, etc.), and characterized by high level DOL interest.
Requirements

To qualify for this position, applicants must meet the experience requirements described below.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
To qualify at the GS-11: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-09 in the Federal Service. Qualifying specialized experience includes:
Collecting and consolidating administrative data and identifying any significant trends;
Participating in the accumulation of expenses and the determination of financial trends;
Validating government records and appropriate finding aid documentation prior to permanent transfer; and
Drafting initial acquisition documents for government services.
-OR-Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
-OR-Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
NOTE: If qualifying based on education, you must submit transcripts with your application.
Time-in-Grade Requirements: Any individual who within the previous 52 weeks held a General Schedule position under a non-temporary appointment in the competitive or excepted service in the executive branch must meet the time-in-grade requirements (52 weeks at the next lower level or equivalent in the Federal service), unless excluded per 5 CFR 300.603(b). Time-in-grade requirements also apply to current federal employees applying under VEOA.
Time in grade requirement for the GS-11 grade level - 52 weeks of Federal service at the GS-09 grade level (if applicable).
Time-in-grade, time-after-competitive-appointment (per 5 CFR 330.502), and minimum qualification requirements must be met within 30 days of the announcement closing date.
Education
Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.
