Duties
Works as a senior program analyst responsible for providing program execution and financial management review, analysis, and advice to the supervisor and leadership on the status of Division and District's program execution.
Prepares, reviews, analyzes, and oversees program execution and fiscal performance indicators and other materials used by the Command in its monthly Financial Management Review and Program Review Boards.
Manages the organization’s Foreign Military Sales surcharge account.
Provides guidance and oversight for Foreign Military Sales case development, execution, and closure activities.
Exercises financial management of design and construction authorizations, appropriations, and activities on specific projects or programs from start to fiscal completion.
Provides case execution and financial status information to foreign militaries, along with recommendations on future actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Current Department of Army Civilian Employees
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1-year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Interpreting congressional legislation, departmental policies, laws, regulations, finance and accounting procedures covering military design, construction and engineering services to conduct evaluations, analyze findings, and make recommendations to leadership on operating programs; Preparing project papers and staff reports; Organizing and presenting recommendations to managers and senior leaders; Presenting recommendations and negotiating solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
