Duties

WHAT IS THE COMMUNICATIONS AND LIAISON (C&L) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Communications and Liaison, Office of Communications, Visual Education and Communications Branch The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. As Team Leader, exercises significant and continuing authority in planning, directing, coordinating, and controlling the overall process of the review of assignments. Communicates the Service's mission, vision, and values to team members and ensures integration into overall goals, objectives, strategies, work plans, products and services. Articulates work assignments, projects, problem areas, significant issues, and deadlines for completion to team members. Leads the team in identifying, distributing, and balancing workload based on established workflow and skill levels. Makes adjustments to complete work assignments based on priorities and/or deadlines. Ensures integration of team members in developing final team products. Provides guidance in the selection and application of appropriate problem-solving methods and techniques for team members. Advice includes work methods, practices, and procedures relative to the work assignment/project, as well as providing assistance in identifying parameters to viable solutions. Ensures team members are trained in team-building methods and techniques in addition to accomplishing tasks/projects as a "team". Serves as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus-building activities among team members.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: To qualify for this position you must meet the qualification requirements outlined below: GRADE 14 QUALIFICATIONS: You must have at least one year of specialized experience equal to the GS-13 level in the Federal government including: Experience demonstrating accomplishment of planning, developing, coordinating, and implementing a comprehensive communications program that involves public information, internal information, marketing, media relations, and community relations that require a wide range of knowledge of communication requirements and techniques pertinent to the position to be filled. Experience analyzing a number of alternative approaches in the process of advising management concerning major aspects of the communications program; developing resource guidance for various executive level activities and assessing the utilization of resources. Experience formulating and determining work activities for national and field media relations staff that are consistent with national policies and procedures, and facilitating communication among various divisions, organizations, and general and specialized audiences. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
