This position is located in Bureau of Administration, Office of Operations (A/OPR). The incumbent reports directly to the Deputy Assistant Secretary (DAS). The Office of Operations formulates and carries out policy and determines and develops program priorities on a broad range of administrative support and managerial activities for the organizations and employees of the Department and Foreign Service, other Federal agencies, and the public.
Duties
Serves as expert advisor to the Deputy Assistant Secretary of Operations on strategic planning, operational management, and executive support.
Develops an overarching strategic program plan that defines timelines, performance metrics and deliverables measuring progress toward broad and specific strategic goals and critical success factors.
Conducts review/analysis of management policies, strategies and issues, including analysis of programs, functions, organizations, processes and procedures to determine if current systems effectively accomplish mission goals and objectives.
Establishes and maintains working relationships with DoS and federal agencies for purposes of resolving issues and assuring coordination of programs and operations of high priority or special emphasis.
Assist in the development and oversight of the office budget, ensuring proper allocation and utilization of resources, identify cost-saving opportunities, and ensure compliance with financial regulations.
First level supervisor responsible for employee instruction and counseling, work prioritization, development and training needs, employee performance evaluation, & organizational structure and staffing needs.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience negotiating solutions to complex and/or controversial issues.
Experience developing new or revised policies, operating procedures, guidance and/or program changes for improvements that enhance effectiveness and efficiency of operations.
Experience developing and implementing strategic plans.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
There is no substitute of education for specialized experience for the GS-15 position.
