About the Position: Serves as Contract Specialist responsible for Construction, Architect/Engineering, Environmental and Supplies & Services pre-award and post-award actions, including acquisition planning, technical and price/cost analysis, negotiation, modification, and administration of contracts of all types and highest value. Contract specialists will perform the full suite of cradle to grave contracting responsibilities in support of contracting officers.
Duties
Demonstrated knowledge of Federal, agency, and local contract laws, federal regulations, financial regulations, and procedures applicable to the acquisition and contract administration of equipment and materials, services, design, and construction.
Analyzes proposals for compliance with scope of work and evaluation criteria set forth in the solicitation.
Prepares Contracting Officer's position on protests for unsuccessful offerors to recommend a decision on claims arising under the contract.
Contract specialists work with technical counterparts to perform short/long term acquisition planning for a multi-billion dollar program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Contracting Category/Functional Area and the Contracting Professional Career Level that must be met within 3 years.
- TDY Requirement is 10% or more.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) developing contract types to plan and carry out assigned pre-award and post-award actions; 3) performing a direct in-depth evaluation of contractor's financial, technical, and performance capabilities; 4) procuring equipment and materials not available off the shelf, A/E services for design, and unusual construction i.e., Medical Equipment and Facilities; 5) conducting extensive negotiations with contractors and Government personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted
